Javier Aguirre has a B.A. in public policy and an Ed.M. in educational research and development. He taught Spanish to incoming Peace Corps volunteers in Colombia and ESL in the Dominican Republic. He was a resource teacher in Wapato, Wash.; translated the California Master Plan for Special Education in 1977; and collaborated on Federal Migrant Education Student Records with Special Education files to develop dual service access for migrant students with special needs. He is a published author, legal and medical interpreter trainer, Washington state education program monitor and nonprofit administrator.
